Never let anybody on a forklift who isn't trained to use the forklift. Your business must develop and post in a place that is visible all forklift safety measures.
Rather than going through training because workers are required to, they must have a positive attitude in doing so. You as the employer should help staff know the importance of correct training. Let them understand that they can injure or kill not only themselves, but other individuals, if they make mistakes. It is up to you to make certain that your workers go through training seriously.
